Fleur Onrust

Fleur Onrust is a partner and one of the founders of ENVIR Advocaten. Fleur Onrust worked as an administrative law lawyer at Stibbe for 10 years. Fleur specialises in environmental law, focusing primarily on species protection under the Nature Conservation Act (formerly the Flora and Fauna Act), the Environmental Permitting (General Provisions) Act and planning and zoning law.

In addition, Fleur is often involved in general administrative law matters, in particular subsidy regulations, enforcement issues and administrative procedural law. She also represents clients in (public) healthcare, education and culture matters, where she deals with questions and procedures related to subsidies, permits or other types of government regulation.

Fleur is very much a solution-driven individual, who likes to think outside the box if the solution is not obvious or when others consider the case hopeless. Fleur has broad experience assisting in due diligence investigations and drafting due diligence reports on the relevant administrative and environmental law aspects.

Fleur’s clients include large companies as well as SMEs, project developers, schools, art institutions and governments. Not only does she assist her clients in proceedings, she also gives advice to streamline or indeed prevent proceedings. Her previous projects include the development of an artificial island for housing development in Amsterdam (IJburg), relaxing noise regulations applicable to a large international racetrack, appealing refusals of major subsidies for development aid organisations and art institutions, and enforcement issues.

In 2008, she completed the post-graduate Grotius specialisation course in environmental law. In addition, she completed a mini-MBA business programme at INSEAD. Fleur is a chief editor of Kluwer’s administrative law module and regularly publishes articles in professional magazines on environmental law and general administrative law. She regularly teaches courses, for example on species protection under the Nature Conservation Act (prior to January 2017 the Flora and Fauna Act) and administrative procedural law.
